Harry Litman is a Principal at the Litman Law Firm in Pittsburgh, Pennsylvania, and the immediate past United States Attorney for the Western District of Pennsylvania.
Born and raised in Pittsburgh, Mr. Litman received his B.A. from Harvard University and his J.D. from the University of California, Berkeley, where he was Editor-in-Chief of the Law Review and graduated Order of the Coif. Mr. Litman thereafter served as a law clerk to Judge Abner Mikva of the U.S. Court of Appeals for the D.C. Circuit; Justice Thurgood Marshall of the United States Supreme Court; and Justice Anthony Kennedy of the United States Supreme Court.
Following his clerkships, Mr. Litman became an Assistant United States Attorney in the Northern District of California. From 1993 until 1998, he served as a Deputy Assistant Attorney General in the Department of Justice. He was simultaneously a Special Assistant United States Attorney litigating federal cases in the Eastern District of Virginia.
Mr. Litman was appointed United States Attorney following unanimous Senate confirmation in 1998. In that position, he oversaw the prosecution of all federal crimes, and the litigation of all civil matters involving the federal government, throughout the 25 counties in Western Pennsylvania. During his three-year tenure, Mr. Litman launched and directed a number of important law-enforcement initiatives, while overseeing a 20% increase in federal prosecutions and personally litigating cases in the district court and the court of appeals.
In his current legal practice, Mr. Litman represents corporations and individuals in courts around the country, from state trial courts to the United States Supreme Court, where he has been co-counsel in two recent cases. His chief practice areas are commercial litigation, constitutional law, regulatory law, white-collar criminal defense, and the False Claims Act. A member of the Bars of Pennsylvania, California, and the District of Columbia, Mr. Litman is listed in "Best Lawyers in America" (in two separate categories, commercial litigation and white collar criminal defense) and in Pennsylvania SuperLawyers, Who's Who in American Law, and Who's Who in America.
Mr. Litman has taught at the Georgetown Law Center, Princeton University, Rutgers University School of Law, the University of Pittsburgh Law School, the University of California School of Law (Boalt Hall), and the Department of Justice Advocacy Institute, served as the Pennsylvania General Counsel for the 2004 Kerry-Edwards campaign, and has published a number of articles on federal law and practice.
